Who are the DEAF?

Those who lost their hearing in partial or total form.

There are many degrees of hearing loss, today we say that deaf people are those who use the sign language to communicate and the hearing impaired those that with prosthesis may recognize the words by sound.

What is the deaf-mute?

Social error due to the fact that the deaf live in a "silent" labeled by the own society (for lack of knowledge of the real meaning of both words).

Deaf: partially or completely lacking in the sense of hearing
Mute: problem with the voice.

What is hearing loss?


It is only a sensorial loss for this reason people with hearing problems have the same capability of any listener.

Communication with freedom and security. For deaf people the sign language is essential because only through it they can communicate with freedom and security.

Access to citizenship education: the education of a deaf person will happen in different ways according to the time when the deafness occurs. He needs a specialized care to achieve a quality education and participate in society as citizens. FENEIS always follows the researches and the evolution of the education of deaf people in fulfillment of its mission aimed at the education and integration of the deaf.

Language: all the vocabulary of a language and its grammatical rules, idiom. For example: English, Portuguese, Libras. Ability that man and some animals have to communicate, express their thoughts.

Sign Language: It is the language of deaf. It has its own structure and grammar through the visual communication channel, the sign language of Brazilians urban deaf is Libras.

State Law No 11405 of  December 31, 1999

Dispose on the officialising of LIBRAS - Brazilian Sign Language and give other arrangements.

Deaf culture:
over the centuries the deaf were forming their own culture focused primarily on its form of communication. In almost all cities of the world we can find associations of the deaf where they meet themselves and interact socially.

Interpreter of LIBRAS: listener person who interprets for the deaf a spoken communication using the sign language and vice versa.

Prevention: the most frequent causes of deafness are rubella during pregnancy, meningitis, the measles, dehydration and excessive use of antibiotics. Campaigns, lectures, meetings, mobilization of professionals are important for all to be aware of resources available for effective care to people with any type of deafness.
It is also important that the families of the deaf learn the sign language and meet themselves with the purpose of discussing their common problems and demand a quality education for their children.

Telecommunication device for the deaf - TDD

The central service to the deaf - CAS by ANATEL has also benefited the Brazilian deaf community with its information service, thus enabling greater access to data that were previously impossible for the deaf.

The CAS is a system of assistance by telephone, accessed by the number 0800-517801, which aims to improve the means of communication between deaf people and hearing people.
It Works as the follow:

Deaf person (A), call 0800517801 through its TDD equipment, an operator answer the phone and makes the connection to the person (B) that is a listener. From now on, all the deaf words typed via TDD, will be spoken by the operator to the listener, and vice versa.

Mobile for deaf

The cell phone is now a reality for the deaf, since the exchange of messages will bring more people, without dependence on third parties for the use of phone and sending messages. It is the technology that comes closest to the deaf community and promises a better future to people.

The FENEIS established an important work partnership with a cellular telephone operator, to provide for the deaf community the technology of sending and receiving written messages via cell phone.

In the first instance, only one type of device (Nokia 6120i) is able to the service, due to be the only one with vibrating battery which allows the deaf "hear" the phone ring. The federation is committed that this innovation benefits the deaf throughout the country.

Subtitles in Portuguese

In Brazil, the Globo Television Network is a pioneer in the hidden subtitles in the TV programs.
The subtitles are optional and only appear on TV when a button called Closed Caption (CC) is enabled, found only in imported equipment.
