The Project LIBRAS É LEGAL, started in 2003, establishes a milestone in the history of Deaf in Brazil, in order to produce a so new set of teaching materials for the dissemination of Brazilian sign language: the LIBRAS É LEGAL KIT.

Over five years gained the Certificate of Social Technology of UNESCO, the Best Marketing for Social Responsibility and the recognition of the Guide to Good Corporate Citizenship in the Exame Journal.

The Project LIBRAS É LEGAL is an initiative of the Regional Office of FENEIS based in Porto Alegre - RS and it was selected among 2244 projects for sponsorship by PETROBRAS SOCIAL Program.

It presents yet another major difference. The kit has the direct involvement of the Deaf in the whole process, which includes the definition of its content, the creation and production of the mini-dictionary, stories, games, and in all the illustrations. It was fully developed with deaf people for deaf and hearing!

The Project plays a decisive role in the socio-economic inclusion of the Deaf in addition to fulfilling a crucial role in the LIBRAS (Brazilian Sign Language) teaching-learning process.

NUMBERS OF SUCCESS:

Initially turned to the three southern states (RS, SC, PR), it had now expanded its activities nationally. Some of the items won:

  • 10 thousand LIBRAS É LEGAL Kits distributed to public schools and NGOs;
  • 5 thousand participants of the Open Workshops LIBRAS É LEGAL in Brazil;
  • 375 municipalities in southern Brazil had the kit available;
  • 300 qualified Deaf instructors in the Nuclei of Education Dissemination of LIBRAS (NEDILS);
  • 90 thousand beneficiaries (deaf, teachers, families, professionals, entrepreneurs)


The choice of "Libras é legal" free name for this project is twofold sense: both suggest the possibility of fun and enjoyable learning that students and professionals will have when they interact with the materials we presented, but also the need to inform the legality of Libras in our country.

The LIBRAS, though officially recognized in the national territory by the Federal Law No. 10436/2002, before the LIBRAS É LEGAL Project was still unknown by the vast majority of the population and still being seen, mistakenly, just as a set of natural gestures or 'mime', used by the deaf in the absence of orality.

We finally would like to thanks, on behalf of the Deaf and in the condition of Director of FENEIS, the sponsorship of PETROBRAS for the Project LIBRAS É LEGAL.
